Check out this article called "The Naked Truth About Kelly Kelly Flashing Striker":

It says that Kelly was wearing pasties, and also that the WWE wouldn't open themselves up to lawsuits by having Kelly Kelly really expose herself at an all ages show.
I think we'll have to wait for Barbie Blank to pose in Playboy before we see anything truly uncensored.
