in order to reach the highest rank, Don of NYC and finish the game, you must crack all safes.

to 100% it yes, to win the main story line no.
to 100% it you have to do.. EVERYTHING lol.

OH if you're playing on xbox 360 there is an achievement for getting all the safes open.
