Many computers nowadays are built for security, etc. Your computer may be running self-checks, diagnostics, etc. while not in use. To check this, press CTRL+ALT+DEL to open Task Manager, and go to the Processes page. Here, you can check how much of a commit charge everything is running, as well as how much memory these programs are taking up.

Also, with the advent of "Always-On" connections, your firewall and things of that nature are always buzzing. Perhaps you have a program which runs in the background and is constantly sending information to and fro. This can also cause your computer to act as though it is busy even when you are not using it.
