If this is related to personal opinion only
I would give it to Kashmir.....
Kashmir is the blessing of nature with its diverse physical features..
But did we ever look into the eyes of natives there. Ofcourse they are very beautiful , but its something else which counts more than
all other things ,
And its their PATIENCE
They are undergoing deep pains which are being given from both sides and still not a lot screams are heard ....
Dont go deep to feel their beauty I described!!!!
Instead curse our leaders who for their personal benefits are troubling their own citizens in J and K.

karnataka - wheather is the best .
cleanliness - it is better than any other state
education is good in this state etc, etc, u hv plenty of good things for it to be the best state
