Democracy and free market.
This is really the only way to harnass the power of the people to produce a strong and growing economy. The money generated from a strong economy can pay for just about anything the government wants.
Currently, all of the richest countries in the world are free market democracies except China, and China is growing as a direct result of opening to world markets and free trade.

Probably to take over it in a military dictatorship manner, then you have near complete control without the worry of democracy removing you. You probably want to start with small assassinations and then just suddenly seize control. Another way is to amount to power normally and declare yourself leader and control...
