I read about this somewhere. I'm sure I did. But it's on the tip of my tongue.
I think the guy is looking up at the sky watching the shadows go by - where they are going... heaven? Paradise? They are all following the same lead, but he is left out.
He doesn't know where he is going, he's lost. Whether to join them in the sky is up to him. All we can see is the people's shadows.
The scene is probably that it is the end of the world, which some of the songs off the album talk about.
Also on the other side, there is a girl looking up, exactly like the guy. Maybe these two are related, maybe they are not.
I've also noticed that all the shadows look the same. You know what Matt Bellamy is always on about, his conspiracy theories about the government. Especially he mentioned that there are microchips that will control us (or something like that). Maybe it shows that these people in the sky are as one. They are not individual, they follow the thoughts of others.

This is an excellent question. I'm assuming that you are familiar with the album. It is, in my opinion, one of the best albums of that year and their best work period. Kudos, because most people these days just assume that cover art is a pretty picture.
The first two tracks build up in order to evoke a feeling of desperation. "end of the world...sense of urgency...something biblical...etc." As the record progresses, the piano starts to be introduced more and more, adding to the beauty. There's also a feeling of "distance" in the songs. This part is very hard to explain, but i'll try: certain parts of the song fade in and out very gradually, representing space. If you need evidence of this, then listen to the track "interlude".
How does this fit into the cover art? Notice the person looking straight up in the sky, standing by himself (isolation - a motif). The shadows on the ground (does he see them?) have their arms outstretched, illustrating openness. This is a very "open" album, in that it is accessible right off the bat but containst various emotions.
wow. that was intense. Thanks for giving me something to do late at night and an excuse to listen to this album again.
