Extrajudicial killing is another word for lynching. No government wants people taking the law into their own hands. I usurps their authority. It is not a civil law question. It murder plain and simple.

I don't know a thing about Filipino law, but if it's anything like Western legal systems, odds are no civil laws are broken, and such a killing would be solely a criminal law case.
