vertical cracks in walls above doorways and windows/doors do not work properly at certain times of the year/brick home with quarter to half inch diagonal cracks outside/slab foundation-this is a foundation problem right? or just "normal settling" or just shoddy drywalling?

Sounds like you have a foundation problem. It may be excessive settling or erosion from rain. Where does the water from your down spots go. I would spend the money and have someone with foundation expertise look at it.
