The United States and Israel are certainly one of the countries the most pre-occupied by the issue of "race" but I would not say they are the most "racist". I would suggest that "honour" would apply to places like Zimbawbe, Zaire, or Russia where there are open examples of violence, theft, and destruction motivated by racial differences which are often overlooked by the authorities or even condoned by them.
