Because here in the U.S., we come from a puritanical tradition and our public laws reflect the idea that "sex is dirty and sinful." Prostitution exists everywhere. However, our backward and old-fashioned governments like to pretend that if it's not legal, then it won't happen.

I'm no fan of prostitution, but I believe it should be decriminalized. It's going to happen whether people like it or not, and the money that's spent on vice squads could be better spent on helping sex workers to get some counseling, treatment, and job training.
