If you just wear blue eyeshadow, your eyes may look washed out and boring in comparison. A professional technique for making eyes look bigger and more blue, however, is to use a light brown or bronze colour on yur eyelids, then on and just above the crease of your eyelid, apply a small amount of light blue. Your eyes wil look more vibrant.
I have blue eyes and pale skin, and I like to apply a light brownish-pink shade. Another favourite is a classic metallic bronze shadow. My party makeup in a tiny smudge of violet eyeliner beneath my eye, a fairly bright metallic turquoise or kingfisher eyeshadow on my top eyelid, and smudge of this shadow at the outer corner of my lower eyelid. I top this off with a feline flick of black waterproof liquid eyeliner and lots of black volumising mascara. It looks very individual and colourful without being weird or washing your eyes out.
Blue eyes can wear almost any colour, so have fun with it. Just steer clear of the very dark. :)

Blue eyes and fair skin - this means that you should wear soft and gentle colours.
Don't go for dark shades, such as browns and blacks, because they will overpower.
A matching blue or green colour will look good against your eyes, and also subtle greys and light purples.
Nothing too dark, and you should be fine.

it would help if you said what hair color you have.
i have blue eyes and fair skin as well.
i always use a silver as a base, and a light brown where my eye creases, and a very light pink under my eyebrow.
i have a tint of yellow in my skin, so purple looks wonderful on me. and shade of blue looks good as well. sometimes i will use a grey or black (very thin layer) toward the outer ends of my eyes. (i do not use eye liner on my top eyelid). avoid any sort of orange or red.

Try silver as a base, and then a deep ocean blue on lids. Try Almay kits with the colors right for your eye color. IT also depends on if your eyes are cool or warm. If they are cool, go for the silver, if they are warm, dry a dusting of gold. Good Luck!
