When people relocate and crowd an area, the government should have deployed more policemen to augment the present number of policemen in that area. I dont think this is because of the people who came to relocate but for government's neglect of the need for more policemen to patrol the area and pervent crimes from happening.

People were displaced from their homes after a very traumatic experience and had to re-adjust to their new environment. That takes a lot of time, money, and emotional effort. It's only natural that anyone facing those circumstances would be, 'hard-pressed' to make ends meet.
