While there are a few programs out there for making video games, they are all pretty cookie-cutter games.

Most big-name games -- and even most small games -- are written using the same basic tools that most other software is written with. Games do have their differences from software (usually being graphics and sound intensive and usually being written for some specialized gaming platform).

Writing software usually uses both of these types of tool:
Integrated Development Environment or IDE (This is where the code-writing takes place)
Compiler (converts the code that was written to processor-specific code [this is how the same game can be written for multiple systems, different compilers for different systems])

When you're writing a game, several other tools may be used:

Graphics editor (PhotoShop)
Audio editor (ProTools)
3d Modeler (3d Studio Max, Maya)
Map/level/stat editors (usually custom written for the game and rarely released to the public)

As far as the best of each? [This is based on me knowing the software, I've never written a game before.]

Visual Studio 2005 (using Visual C# as the language and DirectX for the graphics, sound, and controller subsystems)
3d Studio Max for 3d modeling
Paint Shop Pro for textures and graphics
Adobe Audition for sound

There is a flipside to this, by the way. Another common way to write games is Flash. This method is almost entirely different from the traditional way of writing games. All of the games that I've seen or played made in flash have been in 2d (or were pretty good at faking 3d with 2d) so you may be limited to side-scrolling platformers, top-down rpgs, puzzle games and card games. I've never designed anything in Flash and can't tell you how easy or hard it is to do.

scratch is more an animating program. It depends on what type of game u want to make. If u want to create a simple tic tac toe game, use notepad. If u want a game like super Mario bros, try adobe flash. If u want a shooter, again try flash. U can also create simple games in Microsoft PowerPoint 2007 and up.

rpgmaker if u like rpg's or darkbasic pro (in darkbasic u have to do porgramming but it makes it easy) and find premodeled 3d figures and anim on almost any 3d forum, as for sounds well there are 100's of sound clips sites on the internet, thats how i do it
