This year, it's set to start on March 11th, 2007 at 2am to spring forward one hour. The end date to fall back will be November 4th, 2007 at 2am. February 2007 is NOT a Leap year so why has the date been changed? Didn't we used to change on or around April 22, depending on if it was a Sunday or not, then fall back later in November after Veteran's Day?

Congress decided to extend it because it supposedly saves energy usage by having the extra hour of daylight in the evening. There are websites that will explain the details.

I'm not sure when the spring one was but the one in the fall was always the last Sunday in October right before Halloween.
I don't think they thought this out very well because it is really going to screw up all the digital equipment that is set to automatically change time on DST and then back when we leave DST. All of our digital equipment doesn't know that they changed the date to change to time. What were they thinking?

They changed it because they are trying to conserve more energy because we won't use as much lights during the night since by the time it gets dark it will be later then it originally was.

The government figures that people will spend more money (seriously) if there is more daylight after 5pm rather than going home and watching TV thus saving energy.

The government decided that it would save energy, thereby saving us money; we'd be able to utilize the day hours (sun) better.

Maybe its about power consumption but I think that people want it to get darker later. We don't like it when it gets dark so early. Its freaking depressing.

energy conservation was the goal...but it will allow us more time to golf and hang out with daylight regardless of its intent...
