If you are doing something along the line of reviewing the TV show, then displaying a still (or even a clip) is certainly acceptable.
If you are using the still as "wallpaper" or a similar purpose, then I would also think that would qualify for use under the "fair use" area of copyright.
Many informational websites display images from various movies, TV programmes, etc (IMDb is one). And there are literally thousands of fan sites where people have made their own sites to exhibit their favourite actor, movie, cartoon, or whatever they happen to care about.
The actual legalities of these actions is not totally clear yet as there have been no case precedents to interpret the laws. Copyright law has not yet caught up to the technology which is in place at this time.

You would need the permission of the owner of the rights to the TV show that you have taken an image of for it to be legal. Pixeling would not change anything.

if you snap a pic and put it on your wall, that is no big deal, but if you snap a pic or image of a copyrighted work..and all movies and tv shows are copyrighted, and put it out there for public viewing, that is definitely illegal. if you do it and give them credit for it by putting their logo, at least you are not plagarizing, but to legally use something, you have to request and get written permission.

The recording of an image is legal only if it will be for personal use only.

Probably not...
"It is unlawful to copy, reproduce or transmit in any form or by any means, electronic or hard copy, including reproducing on another web page, or in any information or retrieval system without the express written permission of the show's producers."
