It seems that you have just installed the new Internet Explorer 7. It is the latest edition and you have previously been running on version 6. If you perposly downloaded 7 and I am sounding like an idiot and you are talking about the toolbar in the window then you just need to rightclick on the area above the tabs area and click on the netzero toolbar so that it is not checked.
If that also sounded weird and you were talking about something else, then just do what the other people tell you to and install anti spyware. I recommend Windows defender. It is free and name brand. Download their anti AdWare tool, install it and run it. Follow on screen instructions to delete all malware. After that, your pc should be back to it's original state (may take a couple of mins though).

Congrats u just got yourself a nasty spyware.
u need to download a spyware removal tool such as xoftspy, spysweeper, these are pay versinos but u can download and use them for 30 days.
these 2 are the best
or use free ones called ad aware find it at download.com

Something similar happened to me. I could never get rid of it. You could try some of the free or paid anti spyware programs. In my case I had to reformat.
