Like in nanotechnology atoms can be programmed , can a photon be programmed?

'Atoms' are not programmed. Nanodevices are programmed at the molecular level. And a photon has only it's quantum characteristics to identify it. If you change (program) those somehow, it's no longer a photon.

This is a very tough question to answer because what do you mean by "can it be programmed" ? Optoelectronics have already been around for decades now, and frenetic work is underway in incorporating optical circuitry in computer chips, promising unexcelled boosts in chip performance by increasing interchip data bandwidth. However, you want to know if photons themselves can be programmed. I think maybe you should look into quantum computation, where a particle (which would include photons, even though current work is being done with electron spin states) is "programmed" with a superposition of states That is to say, different "kinds" of photons are deliberately created in the computer circuitry, which interact quantum mechanically for useful computational results. This is right ont he edge of computer technology, but it does promise vast boosts of computing power if ever brought into commerical realization.

No it is not possible because photon is nothing but a packet of energy so it has no rest mass. So you can not program it.

yes, photos can be programmed. To do that photons or light should be passed though medium whose di-electric constant can be controlled. By controlling di-electric constant of the material, refractive index of the medium can be control and the light intensity coming out from the medium can be varied according to requirement.
