4 years is such a fun age! You can really do some cute things without the tantrums of a toddler or the high drama of a school age child. Find some fun little craft things to do, like lacing pictures, duck duck goose, make cupcakes and let her and her friends decorate them themselves.

It doesn't have to be elaborate.
My 4 yr old is really into games and puzzles and My Little Pony stuff. Cheap little toys, like bouncy balls, provide hours of entertainment. Trampolines are good too, or one of those air house that they can jump in, if you want to go all out.

do something different,but cool,like a pool party or a pic-nic in a nice place and at night put christmas light in the trees and have dinner there

Well, if you know what she likes, make a theme of that. Get heaps of nice food, etc. She'll love it.
