A statement has a complete thought and means something. Phrases are just a bunch of words.

A statement is a complete sentence made by someone about any particular subject. A phrase is a statement that is said often, for example; "A hard head makes a soft bottom" and doesnt has to be grammar correct

I agree with Nichol. Also, a statement could easily contain one or more phrases.

A phrase has an incomplete meaning and could not end with a period; while a sentence is the opposite.

a phrase is a group of words.........a statement is something that you stand up and state - something that has meaning to you
