yes they are called fairy or fae and are regarded as great teachers( if a bit on the troublesome side) by many cultures including the Native Americans and Celtic Pagans.

Nope. Too fairy-tale like... and this is reality. There's a difference. =)
The only way people can be 'small': if they had some sort of genetic problem. There are kids born only a few inches - I read an article about a girl, now aged 4 who's not the height she should be at. She was born with a genetic disorder, causing her to look like a doll. It's like, dwarfism - but maybe more 'severe'...

Yes there are. They are either simply short people...or a disorder that they have which is called Primordial Dwarfism.
