remember article 370?
The UN suggested the following steps to complete Kashmir's merger with India:
1. Pakistan withdraws from entire Pakistan Occupied Kashmir.(POK)
2. India takes control of Kashmir
3. India conducts a referendum to endorse the merger.
Until this referendum, India had to make sure that the state demography does not change.
Pakistan did not vacate POK. In fact Pakistan traded some areas of POK with China in exchange of some arms. It sponsored terrorism to change the demographics by killing the Kashmiris. While this all took place, unfortunately, article 370 is still there in its place creating a big wall inside the country.

Because the state is a disputed territory , according to international law. The same was accepted by both India and Pakistan in UNO in 1948, 1949 (read Plebiscite Resolution dated 5 th January , 1949 ),Tashkant Pact(1966) , Shimla Pact(1972) and Lahore Declaration(1999).It will remain so till the dispute is resolved in accordance with the wishes of the people of the state( the most important party to the dispute , as per international law) accurately , not necessarily by free and fair plebiscite under neutral international auspices without presence of armies and government machinaries of both countries in the state as both are foreigners and non neutral parties for the state.

Even if kashmir is legally merged in India many years back, we cannot purchase any property there because, now that state is in dispute. It is to be declared whether kashmir belongs to India or not. Then only, we can buy any property there.
