If it's rather thick (not to be gross - but will look like a small ball of half-dried rubber cement) - it means you're ovulating. It's a plug of mucous which comes from the cervix. For women/girls with regular cycles, ovulation is about 14 days after your last period and before your next (give or take a couple days).
It's nothing to worry about if it's clear and happens at the same time each month.

Well this is infact a 'discharge' and it's actually pretty normal to have between your periods. You can wear a thin pad so it won't bother you as much. Even though it may be sticky and gross, It's normal.

Sometimes we have discharge before and after our periods, it is normal.
