No hesitation here. The Inner Light, for me, was the best episode.
Jean-Luc Picard's journey into another man's life and world, his life and death, leaving him with a profound sadness, yet wisdom and peaceful understanding of the sort of life he might have lived, and the preciousness of life and family everywhere.
Probably the best example of the whole meaning of Star Trek, in all its versions and incarnations.

So many great ones.
Three in particular.
The one where Picard goes back to his family vineyard in France, after he was assimilated by the Borg.
The one were the android researcher wants to take apart Data and Riker has to defend him in trial - "The Measure of a Man" I believe it's called.
And "Darmok", where Picard has to figure out how to communicate with an alien who's languange has been impenetrable for years.
These were all powerfull stories that emphasized humanity over technobabble.

the 1st 10 minutes of the episode "Brothers" while documents takes over the employer. no longer only astounding, yet critically underrated to boot. sturdy little bit of performing by ability of Brent Spiner too. He performs 3 characters in that episode.

My all time favorite episode is called "Rascals". Picard, Ro, Kako, & Guinan get turned into kids in a transporter malfunction. Then Ferengi take over the ship. It's a great episode!!!
