it wouldn't be illegal for you to drive through these states because you license will be issued by a state where the law is different, not sure of what states you have to be 18 and i would say you would have to be 18 to get a hotel room.

My dad is a lawyer so I know. Im about to get my license also so ive been studying up on all the laws. About driving through other states as long as you have a license in one you will be ok in the rest. About the hotel; if you have a credit card and id to go along wiht it, they probably wont deny you. You might run into the fact that they want you to be 18 (bad), in fact this is most likely. I would not worry though because you will probably get away with it.
