Because when you are walking, the muscles in your calves act almost like a secondary heart, pumping the used blood back up to your heart and lungs to be refreshed and sent back out throughout the body. When you injure your legs, or have something happen where you have to be off your feet for a while, they try to make sure you keep your feet elevated so the blood doesn't just sit there in the bottom of your legs.

When I stand on my feet, my feet cut off the blood supply to my other feet (the ones I'm standing on), so all the blood rushes to my ankles instead so I have to reach down and massage not only my feet that are being stood on, but my feet that are standing on my feet, but the ankles of stood-upon feet and the ankles of the standing-on-feet feet because they get jealous, except not for being stood on.

Well, if you were on your head for an extened amount of time, you would be able to fill the blood rush to your feet.

There are valves in our veins and a pumping system through our muscles that helps to counteract gravity normally (ie keep the blood from pooling in our feet), but since these valves are one way, they don't help you out when you're upside down.

I can't stand on my head, i would crush myself, dear...
However, I believe the answer to your question is all in the makeup of our arteries... and the general blood flow.

the blood does rush to your feet, but it circulates back up.

it does, but since your head can't take that much of blood it takes a while to circulate, but your feet can so it doesn't take that long to circulate. actually i have no idea, i just guessed right there! : )
