when a person does alot of sniffling, an annoying like habit of a whistle, and stacks cigerette butts in the ashtray, and pushes the ashes to one side, doing this like on a day to day basis???

This person has been clean since 1989, however; they did have 1 relasp in 1995, got clean and stayed clean since then. Could it be they needing a fix maybe or having thoughts of using again??
