If the flv comes from a online video sharing web, you can try TubeHunter which can save these videos as MPEG/AVI/MP4...
And there are lots of free tools to convert a raw MPEG to WMV file.

Each program is different but most likely you will need to browse and find the flv file then tell the program in what folder you want the new wmv file. Then click on convert and you should have your new wmv file.

Click on "file" and "upload" and if it doesn't allow you to, then Windows Movie Maker isn't compatible with the type of file.
