how can i "pimp" my pictures??

i want to add borders and change effects, colors....things like that... any websites come to mind....?? i have tried yahoo photos.. photobucket?? any ideas?

Pimp as in to host online? Then use Photobucket or Imageshack

Pimp as in to make it cool-looking? Then use Photoshop
