I know exactly what you mean, except with me, everytime I look at a clock, the seconds seem to read 13. This seems to occur more often than simple coincidence would dictate.
The rational part of me says that I am am selectively noticing when this happens and not noticing all the times it doesn't happen, but it is hard not to be superstitious about this. I can be randomly flipping through channels on a TV and come to a channel that has a clock on it and, sure enough, the seconds read 13.

You have pschologically put those numbers into your subconscious so you are unaware that you are always counting the numbers down (or up depending on what type of clock you are using) and letting your subconscious mind tell you to look at the clock.
I've done that a lot before as well, always with the number '3' and there isn't any real reason but your subconsciousness controlling you. If you want to break it, you just have to try something different, forget associating the numbers with anything and think of another number, a 5 or 1 or 7, and you will also find that if you think a lot on those numbers, you will also see them every time you look at a clock.

When you avoid it, are you looking at it in the mirror? Or do you have eyes in the back of your head?
You may just be losing your mind.
