The only time I've been paranoid about my neighbor I think it was with good cause. He had a son who stayed there sometimes, and the son was known for getting drunk and going out back and shooting his shotgun for fun. People shoot in their backyards all the time here (way out in the country, lots of land and backstops), but when alcohol enters the equation, I get REAL nervous and take cover! (Luckily, I'm mostly out of shotgun range, but if he has a sniper rifle, I could be in danger...) . Very luckily, this hasn't happened in a long time. Either the son stopped coming or he sobered up.

My girlfriend got married a couple years ago, and moved to a new place with her husband. Naturally, they "consecrated" every room and every flat surface, until one night, her new hubbie saw, across the courtyard, repeated flashes from a camera, while they were doing their thing. They couldn't tell for sure which apt. it was coming from, but they moved immediately.

Hope you find a way to maintain your privacy from your creepy peeper! And keep the local police number nearby, in case you get some proof.

Ever consider getting your own set of binoculars? Might deter him, if he sees you staring back at him!!!
Good luck.
