It could be a fungus or a respiratory infection. It could just be some mucous. Monitor closely for any progression, if no improvement or if it worsens, an exotic vet visit is recommended.

Anoles, like most animals, will do everything to look healthy and lively as a survival instinct (predators pick off the weak) so don't be fooled, keep your sharp eye on him.

If possible without stressing him out, clean up his habitat and give really nutritious food (like small crickets dusted in vitamins). Sometimes a poor environment is the cause for a decline in health, therefore improve(caught early enough) if the environment improves. Good luck!
