Disregard most of the comments about getting rid of the tires WITHOUT an inspection. Tires naturally have bulges and dips as part of the manufacturing process. Without an on-site inspection, no one can know what you are describing. If the bulge were obviously a defect, then you would not be asking this question. Anything obviously wrong with a tire, slash or gash or cuts or bulges where the rubber is stretched, means get rid of the tire soon. Otherwise, get to a tire shop and have it inspected. Again, there are some parts which might look bad to someone who doesn't know better. It could even be wear bars though I doubt it.
Added details: if your tire does blowout while driving, then don't panic and try to brake. VERY GENTLY brake and/or let the car come to a stop. Don't try to steer much. VERY small adjustments are needed as well as very slow adjustments. A blowout on the back behaves differently than the front. Steering is compromised more on the front. But small and gentle adjustments work very well. The words small and gentle cannot be over-emphasized. Brake only as absolutely needed and no more.
I've had blowouts without other incident. Follow the rules, usually no problem. Biggest concern is if the blowout occurs during a turn. Then, don't panic and remember to make very slow adjustments. It's more dangerous in a turn, but if that is when it happens keep your cool.

I used to see this all the time when I was working at a shop. And yes it is dangerous to drive a car with a tire that has a bubble or knot sticking out of the sidewall. That kind of damage was cause by impact to a curb or a rock.
Most shops will not allow you to leave with a tire in that condition. But wal-mart will.

YES!! If there is a bulge, bubble something like that has to be changed it will blow dont keep it for a spare either. this is a danger and you should change it. its dumb to think someone has to inspect it before you think its not good, you are the one driving it and its your life and someone elses you could jeoperdize if you dont get that tire changed. my friend had a tire with a huge bulge in it, he still drove it but at school (as we are in the same automotive class) he got in serious **** from the instructor when he brought it in for inspection. it is not safe, dont think for one minute that it is ok.

yes i tire with a bubble on the out side of it means that the tire indide is leaking between the layers of rubber which will blow out !!! unless you want to change your tire on the side of the road put your spare on and go to a tire store and replace the tire.

Yes. If is is a new or relatively new tire take it to the dealer you bought it from and try to get it exchanged. It can blow and that is dangerous any time it happens.

I used to work at a tire store and we called this type of tire a MAY-POP. The customer always looks at me with this stupid look on there face. I explained, "MAY-POP tomorrow or MAY-POP today".

if its bad enough,i own a shop and i see them all the time with big knots on them that look like there ready to blow out,but i would change it if its looks bad enough,they will blow out on you ,and without knowing when, i think id just replace it rather than worry about it,good luck with it i hope this help,s.
