Currently I think Heroes and Eureka are still underated, though their followings are growing. Babylon 5 was treated terribly when it first came out. I think Scarecrow and King should have gotten better press. In cartoons definitely Futurama and The Tick. Malcolm in the Middle and King of the Hill are/were often overlooked despite the great Writting. It is such a crime when shows like Family Guy are promoted as being incredibly funny.

In addition to Freaks and Geeks, Futurama, Arrested Development (I still believe they are going to bring this back like they did Family Guy) I would add to this list TV Funhouse. Also the old Degrassi Junior High/Degrassi High was the best show ever and dealt with pretty controversial issues, especially for the time.

Andy Richter Controls the Universe, Futurama, Freaks and Geeks, Wonderfalls, Arrested Development, and a great many others I can't think of at the moment.

from the early 90s I liked a show called "The hat squad"
but it only lasted a few episodes.
I also liked "Sonny Spoon" from the 80s
