Im not sure I understand your question but there are 1000 meters for ever km so the 600m:2km is the same as 600:2000 or 3:10

To make a ratio, you first have to convert to same units, you can choose meters or kilometers. A kilometer is 1000 meters, so 2 kilometers is 2000 meters. Now it's just a matter of making a ratio, 600/2000, and then putting it in simplest terms.
