The youngest Senator was John Henry Eaton, who was 28 when he took office in 1818 (technically illegally, but apparently nobody bothered to ask his age). Other underage Senators included Armistead Mason (28 in 1816), Henry Clay (29 in 1806) and Rush Holt (elected at age 29 in 1934, though he didn't take office until he was 30).

The youngest VP was John Breckinridge, who was 36 when he took office in 1857 as Buchanan's VP.

The Constitution says that a Senator has to be at least 30 years old. Joe Biden had just barely passed his 30th birthday when he started his career in the Senate back in January 1973. Many decades ago, a man by the name of Holt was not yet 30 years old when he won election to the Senate and his seat remained vacant for a few months until his 30th birthday. I'm sure that there have been others, too, who were at the minimum age.
