If I knew of someone WHO* is retarded, should I call the police and have them arrested? For being retarded of course and disturbing the peace.

First of all, anybody with half a brain would know you don't call the cops to arrest somebody unless they have done something wrong.
My cousin is mentally retarded and I can see no reason why anybody would call the cops on her.
If you think that just because somebody is mentally or physically handicapped/retarded/challenged, then perhaps you should think about getting yourself arrested for asking this stupid question!!

I think you're not using the right word "retarded". That is something over which the person has no control. And is absolutely not an offense for which to be arrested. You must mean something else.
