a) as per above, so long as it's not kiddie porn or otherwise illegal material per se
b) you'd better get authorisation (at least oral) from the parents or guardian, even if it's displaying the pictures on a site, and not commercial use of them.
c) if it can in the slightest be deemed commercial/profit generating use of the pictures, ask a competent attorney, and get a contract/agreement in writing, and make sure it's fully legal.

Yes, it's legal. Just type in "Child" into Google.com and see for yourself. You should get permission from them and/or their parents as a safeguard, though. Don't post anything of a minor breaking the law; that can lead to persecution.

Provided that the photos aren't otherwise illegal (child porn, invasion of privacy, etc.) then yes.
Photographs are usually considered to be the property of the photographer.

Huh?? Parents have authority of who or how their children are photographed.
I do not have a CLUE HOW any legitimate photographer could even want to do this.

Posting the pictures isn't illegal. The only way there would be an illegal action is if the pictures themselves show an illegal act (child pornography, etc....)
