The wellness policy was instituted after Eddie's death as a means to try and identify people who were using illegal substances such as steroids and try and get them off of them and treated.

When it first started, people were thinking it was a knee jerk reaction to Eddie's passing, and WWE probably wouldn't be strict about it (considering Vince's love of the big guys). Surprising thing was, they actually took the wrestlers to task that they caught in the first rounds of testing.

However, they also figured out that suspending people (esp. the regular stars) throws off all the storylines. After they lost a decent amount of people and had to scramble to redo storylines and swap characters, they went and changed the policy. Instead of a universal suspension, they are now only suspended from doing the house shows.

Test got suspended for steroids, but he will still be on camera for the ECW broadcasts. Likely his on screen punishment will come in the form of making him lose (just like RVD, Chris Masters, etc).

It could be steroids, but it could be something else as well.

There's a lot of rumors that the same happened to Angle.
And it's also strongly suggested that this policy is what caused Jeff Hardy to leave for a while and landed him in rehab.

But, it's all rumors, who knows? I mean, if he violated the policy and that's confirmed then fine, but nobody knows for what. Could be the juice like people think, or it could be smokin the Cheeba like Hardy was caught doing.. allegedly.

Good luck to Test no matter what he got popped for. Maybe he'll end up in TNA, and I can thank McMahon for sending more talent their way.
