that can be conducted indoors in an area too small to fit the entire boat? What sorts of things eg hardware, woodwork, plumbing engine, electrical can be worked on separately and then installed later? Curtains will be made off site. What else?

There are plenty of indoor spaces large enough for several large boats. There is plenty of indoor jobs available.

Theres always somthing that can be done on a boat, I was out there in an ice storm the other day, pulling huge chunks of ice left by a Nor' easter that blew through here (Long Island) a few days ago, it was weighing down the cover, and needed to be cleared before it ripped it, normally water rolls off but, the heavy wet snow ind ice made it sag, it froze and i was throwing 200 lb blocks of ice over the side, and they were smashing in the drive way, then THAT FROZE SOLID. The whole Island looks like a glacier with all the ice, I had to wear cleats (yak trax) just to walk around without falling, emergency rooms are full of broken bones from falls, everybody fell, you can't walk on frozen windswept snow that has turned to ice.

In commercial yards we work through the bad weather. Only torrential downpours and MAJOR storms stop most/all work. If we can't keep the power on we can't work. (Also if there's an evacuation in effect we stop work and get out of the way!)

You can't weld or paint in the rain, but there are plenty of dry areas where people can work. Below deck - in the tanks, or in the accommodations you can weld - as long as the machine and the operator are out of the water (water + electricity = trouble).

HVAC work can be done in bad weather, engine room work, joinery work; all these things are in the dry spaces inside the vessel. Piping can be "pre-fabbed" and then installed, as can hand rails, walkways and platforms.

You can also take weather days to catch up on planning and/or paperwork.
