I was wondering if i could use a credit card or sell items on ebay and build up credit

No, you can use a credit card on your account to send and receive money on PayPal. You will only have an unverified status though. To have a verified status you will need to add and confirm a bank account. If you do not have a bank account on your account, you can still withdraw funds if you sold on ebay, as long as you have a credit card registered on your account. PayPal will send you a check in the mail for your funds, which costs you $1.50.

You can use a credit card to SEND payments, but to sell items, where you have to receive payments, you'll need a bank account.
