Maybe in another part of the country were there is water, the water evaporates, then the cloud travels to the dry part (because of the wind) then it rains..
Edit: The beer goes up on the clouds then it rains

Rain just happened, it doesn't matter if your in a dry country or a wet country. It's like what if you were in a wet country, and you ask why is it soo dry in a wet country?? Well the answer is that Rain just happened and you can't stop it!! :] And also by the way, rain is a good thing for all countries!!

"Dry" county is refering to alcohol...Where it is not sold there. Rain has nothing to do with it!

depends on the cloud. if the Cumulonimbus Clouds is at the county you are talking about than it will most likely to rain
