I think the opposite or should I say the reverse.

Human rights reform should be attached to trade deals, loans, etc...

We owe China tons of money because the Walmarts of the world, with the blessing of the neo-cons, have flooded the US with products produced by slave labor forcing US companies out of business. A few get super rich and the rest of us get stuck with a bill that eventually will make a us a third world country.

Countries transacting business with China must also include the human rights aspect aside from purely economic ties in order to put order in their society.
