I say that you should play with your makeup a bit and use colors that would make your eyes pop-like for brown eyes, I think its blue but since your dress is apple red-gold would be perfect!

I would use this eye shadow from Wet&Wild that is specially made for brown ,hazel and darker eyes. You have to look at the back to see what color eye it is used for. Go metallic gold. Gold will accent your brown eyes and be beautiful with your red dress. You can even wear gold jewelry. If you go with a larger earring, pare down on the necklace. If the necklace makes a bold statement, go simple with the earrings.

i would say gold, smokey, or even green. That is reds complimentary color. Just dont wear too much. try a smokey eye with dk green in the creases and silver/grey to shade in the rest. You should use a darker pink on your eyelids then put a darker brown on the creases of your eye lids. Take alittle a shimmery color and put it from your eyebrows to your creases. Then take a dark purple liner and add it to the top lashes and inside of your bottom lashes. Finish off when two coats of mascara.
