v stands for version. If any minor modification is made to an existing version, it is usually indicated by adding a dot after the version no., such as v1.0 (first one), v1.01, v1,02, etc. If a major modification is made to an earlier version, it could be denoted by a new no. such as v2.0, v3.0 etc. Minor modifications made to these further versions also follow a similar numbering pattern as explained above.
You would find this system in computer programs.
As to which one is better, it depends on what features a modified version contains as also whether the modification made is of any consequence to the user. Hence it is not possible to answer your question 'which is better', as one doesn't know what is the item you have in mind and the difference between the two versions you are trying to compare.
Sometimes, the literature relating to a modified version, minor or major, does give information about what the newer version is about. This could be of help to you in deciding which is a better version.

1.0 is only one. If it is 2.0 it is two. I'm a quiz bee champion in the Region 1 of the Philippines. It's only simple Math. The decimal is just confusing you. But 2.0 is bigger than 1.0. Got it.

Sigh..... Why such profane language??? Anyways,..... the higher number is better, usually, because what you seem to be talking about is versions. The higher number denotes that the product has gone through more revisions, and is better in that it should have less glitches and problems, and more features. Hope I could help! as the newer versions of products become available they tend to add to the product number thus 1.07, 1.08, etc... usually the base product is the same, and as upgrades are added they release a "new" product with a different model#.... so there is no better one, only different, or upgraded..... if this helps.

If you want a lower number, then the lower one is better.
If you want a higher number, then the higher number is better.
