Yep, if it's a steel tub that's enamel coated then the hole is probly where it rusted through from the back. There is likely 100 more spots just waiting till you patch that one, then another will let go.

If it's a fiberglass tub you can simply get a glass repair kit from the nearest auto store and repair the hole. Then you'll have to refinish the tub. If your into all this and are willing to spend about $75.00 and a couple of days work, go for it. Or, go buy a new tub. Go to "Self-serv" lumber or some other wholesaler and get a tub for as little as $100.00

No, If it's fiberglass, it is repairable, but I recommend you call in a tub refinishing pro. I have them repaired all the time where I work. Price depends on size of whole and if they will have to refinish the whole tub.

No. Just let it leak until the floor under it rots and falls apart. Then your landlord (I assume you're too dumb to own a house) can charge you for a complete remodel.

That hole is where you are supposed to put the plug.
