You can call from any mobile phone, your best bet though is to either buy an IP card once you get to China (Which is CHEAP!) or buy something online before you go.. I use:

You can get pinless access to your mobile phone, so all you need to do is dial the access number then your destination number..

Dada Mobile should have what you're looking for. Right now they've got some kind of special promotion or something I think.
