Yes, you must start a recruitment for the pingeon army. Wait for them to come to you, and than it will be a dream come true. But you must create war with the chipmunks against the pigeons first to get them to recruit.

set some pigeon traps... those suckers will eat corn, bread, all sorts of crap. Once they are eating, the trap captures the bird, you attach the boots filled with superglue, and voila! Action Pigeons.

When they are good and drunk give them the enlistment papers.
When they sober up...inform them they are now in your action army and issue them their uniforms and boots.
I suggest you teach them how to do the
