Minimum height for runway used to be 5'9". How close are you to 5"10"? If you're already at 5'9" I would be suspicious of his assessment. You're probably not gonna gain any more height. More importantly, what caught me was his suggestion to come back when you're 18. Legal in all 50 states? Strikes me as predatory.
You said you "went to see a scout." If he's not WITH an agency, stay away from him. If it was one of those cattle calls at a local hotel, or something affiliated with a "modeling school," skip it.
Go straight to an agency (modeling/talent) or a casting company. They'll realistically assess you for whatever media/market and tell you of any specific further help you'll need--if any.

You can grow. You stop growing around that age. But likely you wont grow any more. I wish I was in your situation, I want to become a model. Im 14 year old girl, weight 108 and 5'3. Is there any teen modeling agencies that are private and are really strict and pretty hard to get into?

The chances are really slim, but i mean, it could happen. I would stretch everyday when you first wake up in the morning, and before you go to bed, it will help a little bit, and drink lots of milk, which helps your bones, and cod liver oil... all those things should help the natural process!!
