this will be part of a generator and i don't know at what throttle it should operate ( idle or wot)

3600 rpm is wot.Depending on the generator,is it AC voltage.The speed will have to be set by the frequency for AC voltage @ 60 hertz. At work,our generators run at 1800 rpm for 60 Hz. and 1500 rpm for 50Hz.

No two b&s engines are created equally. Depending on the design and internals, it has wide range of possibilities. The best way to get the answers you need is to contact B&S directly.
