The phrase was used in the movie Breaking Away about events at Indiana University. Townie meant someone who didn't live on campus, but lived in town and commuted to classes. They were considered outsiders because they weren't in the dorms where all the fun was going on.

It's New England slang for someone born, raised and going to die in the same "town". Basically a hick, white trash, goober. Most likely missing a few teeth, drives a pickup w/snow plow and volunteer firefighter license plate, with deer rifle in the window mounted rifle rack.

You'll find lots of them in places like Rochester, NH & Sanford, ME.
